HRW has examined Israel's evacuation orders and satellite images and interviewed evacuated Palestinians as a basis for the report. They concluded that the forced displacements are systematic and part of Israel's policy. According to the report, Israel has also made Gaza uninhabitable and impossible to return to by destroying infrastructure, residential areas, and hospitals, among other things.
